新形势下江苏稳住粮食“基本盘”的实现路径研究

Research on the Implementation Path of Stabilizing the Grain"Basic"in Jiangsu under the New Situation

随着社会经济的发展,粮食安全在保障范围和目标上都发生了深刻的变化,新形势下粮食安全被赋予了更丰富的内涵。文章结合当前社会经济形势,归纳总结了新形势下粮食“基本盘”的内涵,从宏观层面对江苏省粮食产业的发展潜力和发展趋势进行了客观分析,从微观层面以全产业链为视角对各环节中影响粮食“基本盘”稳定的因素进行了系统分析。在此基础上,从强化粮食产业基础、坚持科技兴粮、推动产业绿色发展和增强产业韧性等方面提出了实现江苏粮食“基本盘”的数量安全、质量安全、生态安全和能力安全的路径与对策。

With the development of social economy,food security has undergone profound changes in the scope of protection and objectives,and food security under the new situation has been given a richer connotation.Combined with the current socio-economic situation,the article summarized the connotation of the"basic"of food under the new situation.It analyzed the development potential and development trend of the grain industry in Jiangsu Province from the macro level,and systematically analyzes the factors affecting the stability of the grain"basic"in each link from the perspective of the whole industrial chain from the micro level.On this basis,it puts forward the path and countermeasures for realizing the quantitative,qualitative,ecological and capacity security of Jiangsu′s grain"basic"from the aspects of strengthening the foundation of grain industry,adhering to the development of grain by science and technology,promoting the green development of the industry,and enhancing the resilience of the industry.
