东港区渔业行政许可审批的现状、存在的问题与对策浅析

Analysis on the status quo,existing problems and countermeasures of the transfer of fishery administrative licensing in Donggang District

渔业行政许可审批改革是目前渔业制度改革的重要内容。通过研究东港区渔业行政许可划转的现状,梳理渔业行政许可审批划转后面临着缺乏统一事项目录和标准、审批和监管衔接机制不完善、窗口工作人员工作积极性有待提高和缺乏审批改革权限的问题,从推进事项目录标准化建设、建立完善的审批和监管制度、建立合理的激励制度和下放审批权限4个方面提出了对策建议,为下一步渔业行政许可审批工作改革提供依据和参考。

The reform of fishery administrative license examination and approval is an important content of the current fishery system reform.By studying the status of the transfer of fishery administrative licensing in Donggang District,after reviewing and approving the transfer of fishery license,we are faced with the problems of lack of unified list of items and standards,imperfect communication mechanism of examination and approval and supervision,lack of work enthusiasm,and lack of authority of examination and approval reform,this paper puts forward some countermeasures and suggestions from four aspects of promoting the standardization construction of item catalogue,establishing suitable examination and approval and supervision system,establishing reasonable incentive system and delegating examination and approval authority.The paper can provide basis and reference for the next step of the reform of fishery license examination and approval.
