辽宁省涂料产品领域企业标准“领跑者”实践研究

Research on Practice of“Forerunner”Enterprise Standards in Field of Coating Products in Liaoning Province

实施企业标准“领跑者”制度,在推动技术创新、提升产品质量、增强市场竞争力等方面发挥着重要作用,是贯彻落实《国家标准化发展纲要》的重要举措。本文依据《辽宁省企业标准“领跑者”制度实施方案》(辽市监联[2022]15号)要求,以底漆产品为研究对象,对标GB/T 25251—2010《醇酸树脂涂料》、GB/T 25252—2010《酚醛树脂防锈涂料》、HG/T 3668—2020《富锌底漆》、HG/T 4566—2013《环氧树脂底漆》等国行标,在涂料产品领域开展企业标准“领跑者”评估实践,通过标准收集、评估发现辽宁省涂料产品领域企业标准质量参差不齐,存在标准编制依据错误、国家强制性指标缺失等问题,亟需引领和提升。

The implementation of the“forerunner”system of enterprise standards plays an important role in promoting technological innovation,improving product quality,and enhancing market competitiveness.It is an important measure to implement the National Standardization Development Outline.According to the requirements of the Implementation Plan on“Forerunner”System of Enterprise Standards in Liaoning Province,the paper takes primer products as the research object.In comparison with national and sectoral standards such as GB/T 25251-2010,Alkyd resin coatings,GB/T 25252-2010,Phenolic resin anticorrosive coatings,HG/T 3668-2020,Zinc rich primer,HG/T 4566-2013,Epoxy resin primer,the evaluation practice of“forerunner”enterprise standards for coating products is carried out.Through standard collection and evaluation,it is found that the quality of Liaoning’s enterprise standards for coating products is uneven,and there are problems such as wrong basis for standards development and lack of national mandatory indicators,which need to be guided and improved urgently.
