高质量发展要求实现增量和增效,对高质量教育体系建设提出了更高的要求和挑战。高校治理能力的现代化在推进高校高质量发展过程中承担重要角色。成长中的应用型本科院校处于转型发展的关键阶段,对标高质量发展要求,这类高校争相提出了一流应用型大学的奋斗目标,并清楚意识到,推进学校治理体系及治理能力现代化是确保其能够实现目标的价值选择和关键指标。江苏是教育强省,文章通过分析江苏省公办应用型本科院校发展特征,客观认识其在高质量发展背景下治理能力现代化进程中的困境和冲突,尝试从理论逻辑、制度建设、结构体系3个维度,探索治理能力现代化实施路径,实现主体协作、要素协同、共建共治的价值理性,推动高校高质量发展。

The development of high quality requires the realization of incremental and efficient processes,which presents higher demands and challenges for the establishment of a high quality education system.The modernization of university governance capacity plays a crucial role in promoting the high-quality development of universities.Application-oriented undergraduate colleges are currently undergoing a critical stage of transformation and development.In order to meet the requirements for high-quality development,these colleges and universities are striving to achieve the goal of becoming first-class application-oriented institutions,recognizing that promoting the modernization of school governance system and governance capacity is essential to their success.Jiangsu is renowned for its strong education sector.By analyzing the developmental characteristics of Jiangsu’s public application-oriented undergraduate colleges and universities,we gain an objective understanding of the difficulties and conflicts in modernizing governance capacity under the context of high-quality development,seeking to explore pathways for implementation from theoretical logic,system construction,and structural systems dimensions in order to realize value rationality through collaboration among subjects,coordination among elements,as well as co-construction and co-governance.This will contribute to advancing the high-quality development of universities and colleges.
