坚持和落实“两个毫不动摇”的理论要义与实践路径

Upholding and Implementing the Theoretical Essence and Practical Pathways of the“Two Unswervinglys”

党的二十届三中全会把坚持和落实“两个毫不动摇”写入全会《决定》,并将其作为新时代新征程进一步全面深化改革中经济体制改革重大举措的首条。研究阐释习近平总书记关于“两个毫不动摇”重要论述的理论要义,并对“冰棍论”“离场论”“进退论”等误解、否定“两个毫不动摇”的认识误区进行分析揭示和反对摒弃,旨在探索并构建以宪法为根本、党内法规为引领、法律法规为重点的“两个毫不动摇”法治规范体系,提出推进“国民共进”成为社会共识、法治行动和普遍实践的具体对策建议,以确保“两个毫不动摇”得到有效贯彻落实。

The third plenary session of the 20th Communist Party of China(CPC)Central Committee incorporated the commitment to uphold and implement the“two unswervinglys”into its resolution,positioning it as the foremost major initiative in further deepening economic system reforms in a new era and a new journey.This paper studies and elaborates the theoretical significance of General Secretary Xi Jinping’s important exposition on“two unswervinglys”,and analyses,reveals,and rejects the misunderstanding and denial of the“two unswervinglys”,such as the“popsicle theory”,the“departure theory”,and the“advancement and retreat theory”,aiming to explore and construct a“two unswervinglys”rule of law normative system based on the Constitution,guided by the Party’s regulations,and with a focus on laws and regulations.Finally,it proposes specific countermeasures and recommendations to promote“national advancement”as a social consensus,rule of law action,and universal practice,to ensure the effective implementation of the“two unswervinglys”.
