The promulgation and implementa⁃tion of the Provisions on Administrative Punish⁃ment Procedures for Archives(Decree No.20 of the State Archives Administration)is an impor⁃tant achievement in the construction of the ar⁃chives governance system in China.This paper introduces and explains its main content,analyz⁃es its main characteristics and significance,and probes into how to further standardize the admin⁃istrative punishment behavior of the archives ad⁃ministrative department according to the es⁃sence of archives management.
