摘要
党的二十大报告中提出,推动绿色发展,促进人与自然和谐共生。绿色低碳是福建发展最亮丽的名片,调查数据显示,福建省绿色经济成色持续彰显、绿色能源体系持续优化、绿色金融体系持续发展,发挥了国家生态文明试验区的先行先试和示范引领作用。同时发现,福建省在产业结构升级调整、能源需求和供给、绿色低碳科技创新水平和管理能力、绿色生态环境制度等方面存在不足,绿色经济发展面临前所未有的机遇与挑战。在“双碳”目标引领下,福建省应健全多元主体的现代环境治理体系、构建绿色低碳经济发展的体制机制,在科技创新、碳汇交易、绿色金融和税制改革等方面持续探索,以机制创新驱动绿色经济高质量发展。
The report of the 20th National Congress of the Communist Party of China proposed to push through green development to promote the harmonious coexistence between man and nature.With“green and low-carbon”as the most shining business card of the development of Fujian,the green economy in the province continues to be highlighted,the green energy system is being optimized,and the green financial system is developing further,playing a leading and exemplary role in the national ecological civilization pilot zone.At the same time,it is found that Fujian Province has shortcomings in the upgrading and adjustment of industrial structure,energy demand and supply,green and low-carbon scientific and technological innovation level and management ability,green ecological environment system,and so on.The development of green economy is facing unprecedented opportunities and challenges.Under the guidance of the“double carbon”goal,Fujian Province should improve the modern environmental governance system with multiple entities,build the institutional mechanism for green and low-carbon economic development,continue to explore scientific and technological innovation,carbon sink trading,green finance and tax reform,and drive the high-quality development of green economy with institutional innovation.
