中国生态治理体系现代化的三重路径

The Triple Path of Modernization of China’s Ecological Governance System

随着中国经济的快速发展和城市化进程的加速,生态环境面临严重的问题。如何加强生态保护,促进生态环境的持续改善,成为当前亟待解决的问题。中国政府推动生态治理体系现代化,促进生态文明建设成为国家战略。完善生态治理法律制度体系、建立生态治理监督问责机制、健全社会力量参与机制是推进中国生态治理体系现代化的三重路径。首先,生态治理法律制度体系应制定合理的生态完善生态标准和规范,完善生态治理相关的法律法规,强化生态法律的监督,加强生态法律法规的执行力度;其次,生态治理监督问责机制应完善生态治理问责机制和监督机制,完善生态信息公开和民意表达机制,严格生态处罚机制;最后,社会力量参与机制应发挥市场机制、社会组织和社会监督等多种力量的作用,推动社会各界参与生态治理,加大对生态建设的投资,不断提升中国生态文明建设水平。

The environment is facing serious problems.How to strengthen ecological protection and promote sustainable improvement of the ecological environment has become an urgent problem to be solved.The Chinese government promotes the modernization of the ecological governance system and promotes the construction of ecological civilization as a national strategy.Improving the legal system of ecological governance,establishing a mechanism for ecological governance supervision and accountability,and establishing a mechanism for social participation are the triple paths to promote the modernization of China’s ecological governance system.Firstly,the legal system for ecological governance should establish reasonable ecological standards and norms,improve laws and regulations related to monastic governance,strengthen supervision of ecological laws,and strengthen the enforcement of ecological laws and regulations.Secondly,the accountability mechanism for ecological governance supervision should be improved,including ecological governance accountability and supervision mechanisms,ecological information disclosure and public opinion expression mechanisms,and strict ecological punishment mechanisms.Finally,the participation mechanism of social forces should leverage various forces such as market mechanisms,social organizations,and social supervision to promote the participation of all sectors of society in ecological governance,increase investment in ecological construction,and continuously improve the level of China’s ecological civilization construction.
