摘要
结合深圳市洪涝风险控制线划定的实践,探索各级国土空间规划中“洪涝风险控制线”的划定与管控的方法及路径,通过建立“认知空间-筛选空间-划定空间-管控空间”的空间逻辑,采用“空间属性+空间特性”的对象分类标准和“空间需求+事权划分”的分级划定规则,提出了各级国土空间规划中洪涝风险控制线的划定与管控的规则与手段,解决了各级国土空间规划中洪涝风险控制线的划定与管控要求缺失的问题。
Based on the practice of delineating flood risk control lines in Shenzhen,explore the methods and paths for delineating and controlling“flood risk control lines”in land and spatial planning at all levels;By establishing a spatial logic of“cognitive space-filtering space-defining space-controlling space”,adopting the object classification standard of“spatial attributes+spatial characteristics”and the grading and delineation rules of“spatial requirements+authority division”;Proposed rules and means for delineating and controlling flood risk control lines in national spatial planning at various levels;Solved the problem of the lack of delineation and control requirements for flood risk control lines in national land spatial planning at all levels.
