铁路服务乡村振兴产运销一体化发展模式研究

Development Mode of Integrated Production,Transportation and Marketing of Railway Industry Serving Rural Vitalization

铁路是巩固拓展脱贫攻坚成果、有效衔接乡村振兴的重要支柱和助推力量。新时代新形势对乡村振兴提出了更高的要求,而消费帮扶传统方式逐步向产运销一体化新模式转变。为探究铁路服务乡村振兴产运销一体化发展模式,通过分析铁路服务脱贫地区产运销一体化发展现状与主要问题,剖析铁路服务乡村振兴产运销一体化的基本内涵、基本模式和构成要素,提出“国铁集团+地方政府+脱贫地区企业”的产运销一体化发展模式。围绕铁路服务乡村振兴产运销一体化管理体系建立、产运销一体化平台建设、产运销一体化协同运作、生产链产融发展、物流链服务水平、销售链多元渠道以及产运销一体化运输线路考核机制等7个方面,探索铁路服务乡村振兴产运销一体化模式的实现路径,为脱贫地区的发展提供支撑。

The railway industry is an important pillar and key driver for consolidating and expanding the achievements of poverty alleviation and effective transition to rural vitalization.The new era and new situation have put forward higher requirements for rural vitalization,and the traditional way of serving by purchasing is gradually shifting towards a new mode of integrated production,transportation and marketing.To investigate the integrated development mode of railway industry serving rural vitalization,this paper analyzes the current situation and main problems of integrated production,transportation and marketing,and elaborates its basic connotation,modes,and constituent elements.A development mode of integrated production,transportation and marketing consisting of"China Railway+local governments+enterprises in poverty-alleviated areas"is proposed.The implementation path of the integrated mode of railway industry serving rural vitalization is analyzed focusing on seven aspects such as the establishment of an integrated management system,the construction of an integrated platform,the coordinated operation,the integration of production and finance in the production chain,the service quality of logistics chain,diversified channels of the sales chain,and the assessment mechanism for transportation routes,in order to provide better service for the development of poverty-alleviated areas.
