浙江省海洋经济运行监测与评估体系的构建及优化

Construction and Optimization of Monitoring and Evaluation System of Marine Economic Operation in Zhejiang Province

基于浙江省海洋经济运行监测与评估体系历年运行情况,总结并分析该体系运行过程中发现的海洋经济家底不完善、涉海企业监测数据准确性不够、核算数据代表性不足和海洋经济数据智能化管理不足等问题,梳理近年来该体系发展过程中采取的一系列针对性优化措施,包括动态更新海洋经济家底、增加海洋经济核算频度和层级、提升数字化监测治理手段等,并在此基础上进一步提出完善涉海企业认定标准及方式方法、提升涉海企业监测效率并搭建政企服务桥梁、健全统计核算机制体制并完善统计核算方法3点建议。

Based on the monitoring and evaluation system of Marine economic operation in Zhejiang Province over the years,the problems found in the operation process of the system were summarized and analyzed,such as the imperfect Marine economic background,the insufficient accuracy of monitoring data of ocean-related enterprises,the insufficient representativeness of accounting data and the insufficient intelligent management of Marine economic data.A series of targeted optimization measures taken in the development process of the system in recent years were sorted out,including dynamically updating the bottom of the Marine economy,increasing the frequency and level of Marine economic accounting,and improving the means of digital monitoring and governance.On this basis,three suggestions are put forward to improve the identification standards and methods of sea-related enterprises,improve the monitoring efficiency of sea-related enterprises,build a bridge of government and enterprise service,improve the statistical accounting mechanism and improve the statistical accounting method,providing ideas for systemically improving the Marine economic operation monitoring and evaluation business system,and providing references for Marine economic operation monitoring and evaluation,work across the country.
