协同创新组织产学研合作困境破解——基于第三方机构引入的分析

Means to Solve the Difficulty of Collaborative Innovation Organizations in Industry-university-research Cooperation:An Analysis Based on the Introduction of a Third-Party Agency

针对协同创新组织中产学研各方的利益冲突与矛盾导致合作失败的现实情况,阐述了通过引入政府主导型的第三方机构居间协调是破解该难题的有益途径,并利用博弈论分析第三方应在充分了解企业方和学研方的研发成果和预期收益等信息的基础上,根据博弈方的技术水平尽可能准确估算出出现高成果的概率,然后依据不同情形进行路径选择。依据分析结论,提出第三方机构需要进一步提升专业领域独立判断能力,资源的整合、共享与挖掘能力,加强作为协调者的“黏性”能力等,以更好地完成协调、监督和服务的职能。

This paper analyzes the reality of cooperation failure caused by conflicts of interest and contradictions among all parties involved in collaborative innovation organizations.Then it suggests introducing a government-led third-party agency as a mediator among those parties because it is a beneficial way to get out of this difficulty.It also uses game theory to points out that the third party should estimate the probability of achieving high results as accurately as possible based on the technical level of the game party after fully understanding the research and development achievements and expected benefits of enterprises,universities,and research institutes.That is how the third-party can make path selections according to different situations.Finally,it proposes that the third party agency should make more efforts to enhance its ability of making independent judgments in professional fields,and ability to integrate,share,and explore resources,as well as its“stickiness”as a coordinator,to better fulfill its functions of coordination,supervision,and service.
