摘要
目前电力市场中的电价结算规则有两种不同的模式,即"一机一价"结算模式和按"全网统一电价"结算模式。不同的结算方式必然会对市场竞争产生不同的影响。该文首先总结了竞争市场建立的前提条件,并在数学模型的基础上,对两种结算方式的特点进行了定性和定量的分析。研究表明,采用"一机一价"的结算方式可以体现出不同机组之间结算电价的差别,实现总购电费用的最小化;采用按"全网统一电价"结算方式有可能更好地满足市场公平性要求,而且其结算电价可能更好地反映资源的真实成本。
Two different principles that can be used to determine the final electricity purchase price are discriminatory bidding price and uniform marginal price. Mathematical models for these two mechanisms in a competitive market were used to quantitatively analyze the characteristics of the methods. If electricity sellers are paid a discriminatory price, the final purchase price to each seller differs when their bidding price curves are different, though the total payment is less than that with the uniformprice mechanism. The uniformprice settlement rules provide fairness in the energy trading and provide market participants with information concerning the real cost of electricity generation.
