On a Consideration of Distribution According to Factors' Contribution From Trade Union Vision and Task

按要素分配和劳动要素公正参与分配是贯彻十六大精神亟待研究与实践的新课题,也是工会贯彻落实胡锦涛同志七一重要讲话需要探索的问题。本文从劳动要素公正参与分配亟待破解的几个现实问题、平等博弈机制的构建与工会职能的强化、能力经济与职工素质培育等方面进行了理论和实践的分析,提出了贯彻实施的对策与建议。

Labor factors fairly participate in distribution according to factors' distribution is a new problem of carrying out the spirit of the 16th National Congress of the CPC. These problems need to be explored in order to carry out Hu Jin tao's Speech on July 1, 2003 by trade unions. This article analysed that labor factors fairly participate in distribution, build an equitable game mechanism, strengthen trade unions' function, train the qualities of workers and staff members. The author also put forward some countermeasures and suggestions.
