毛泽东曾提出过和平解放台湾的设想 ,主张台湾和祖国大陆统一后 ,台湾的政务仍归蒋介石国民党管理。台湾的生活可以照旧 ,台湾的社会制度不变 ,台湾可以继续实行三民主义和保留自己的军队。这是毛泽东和中共中央关于“一国两制”的最早设想。
