摘要
随着市场机制引入电力工业,市场条件下的电力系统可靠性和系统运营经济性之间的矛盾逐渐显现出来,如何在电力市场的运营过程中保证系统运行的可靠性已成为研究的热点。文中总结了在研究电力系统可靠性和经济性关系方面已有的成果,展望了未来的研究方向。认为在电力市场的条件下,传统的可靠性指标体系已经无法适应新形势的需要,必须提出新型的将系统可靠性和运营经济性融为一体的可靠性指标体系;在电力市场环境中,系统和元件可靠性不应被视为系统运行的约束,而应将其看做一种稀缺资源,应当探索利用市场机制保证系统运行可靠性的途径。
With the introduction of market mechanisms into electric power industry, it emerges the conflict between power system reliability and system economic efficiency. How to maintain system reliability in power markets is becoming a hot issue. This paper summarizes what has been achieved on the study of relationship between power system reliability and system economic efficiency and then makes expectations for the future study. It is proposed in this paper that new types of system reliability indices integrating system economic efficiency into system reliability performance should be put forward and in the deregulated environment, system or component reliability should not be seen as constraints upon system operation but some kind of special resources. It is also stated that new ways of maintaining system reliability by means of market mechanisms should be explored.
