国家级新区创新生态系统韧性提升的策略

Strategies for Enhancing the Resilience of National Innovation Ecosystems in New Areas

摘要 提升国家级新区创新生态系统的韧性是抵御外部冲击、实现创新目标的重要保障,而政策联动是培育系统韧性重要的外部机制,为明晰政策组合的作用机理,本文采用模糊集定性比较分析方法对16个国家级新区韧性数据进行分析。研究发现:(1)“需求拉动-系统性”政策组合在提升系统韧性中发挥了重要作用,技术推动、需求拉动和系统性政策在特定情况下互为补充。(2)我国东、中西部新区创新生态系统韧性的提升存在差异化驱动路径,东部地区高创新生态系统韧性的驱动路径为“技术推动-系统性”主导型和“需求拉动”主导型政策组合,中西部地区高创新生态系统韧性的驱动路径为“系统性”主导型和“技术推动-需求拉动”主导型政策组合。政策间的联动效应反映了新区创新生态系统韧性提升路径的复杂性,新区应立足自身发展优势和特色禀赋,建设高效、高质的创新生态系统。 Enhancing the resilience of the innovation ecosystem in national-level new areas is crucial for resisting external shocks and achieving innovation goals.Policy coordination is a vital external mechanism for cultivating system resilience.To elucidate the mechanism of policy combinations,this paper employs a fuzzy set qualitative comparative analysis method to analyze resilience data from 16 national-level new areas.The study reveals the following findings:(1)the"demand-driven and systemic"policy combination plays a significant role in enhancing system resilience,with technology promotion,demand-driven,and systemic policies complementing each other in specific circumstances;(2)there are differentiated driving paths for enhancing the resilience of innovation ecosystems in the eastern,central,and western regions of China.In the eastern region,the driving paths for high resilience in the innovation ecosystem are dominated by the policy combinations of"technology-driven and systemic"dominance and"demand-driven"dominance,while the central and western regions rely on combinations of"systemic"dominance and"technology-driven and demand-driven"dominance.The linkage effects between policies reflect the complexity of the path to enhancing the resilience of innovation ecosystems in new areas.New areas should build efficient and high-quality innovation ecosystems based on their development advantages and characteristics.
