经济视角:我国政府支持高职教育发展投入机制探究——基于某市综合性大学和职业技术大学部门预算报告的比较分析

Exploring the Investment Mechanism of Supporting the Development of Vocational Education of Government from Economic Perspective in China——A Comparative Analysis Based on the Departmental Budget Reports of Two Institutions in a City

经济观点认为,经费来源及到账方式深刻影响高等院校行为方式,或指向政府,或指向高等院校自身,或指向市场。我国政府高度重视高职教育的特色发展,积极推动高职院校不断深化产教融合。对某市一所综合性大学和一所职业技术大学预算报告的比较分析发现,职业技术大学行为方式指向市场的特征不明显,甚至还不如综合性大学。推动同市场需求相适应、同产业结构相匹配的高职教育建设,需要发生结构性、制度性的变革,需要加大政府经费投入,政策聚焦产教融合;优化经费到账方式,引导院校贴近市场;加强制度配套扶持,充分调动教师积极性。

The economic perspective suggests that the source of funding and the way it arrives profoundly affects the way higher education institutions behave,either directed to the government,or to the institutions,or to the market.Chinaese government has been increasing investment and actively promoting the high-quality development of modern vocational education with emphasis on deepening the integration of industry and education.A comparative analysis of the budget reports of a comprehensive university and a vocational college in a city shows that the behavior of vocational colleges and universities is not obvious and even inferior to that of comprehensive universities.To promote the construction of modern vocational education that matches the market demand and industrial structure,structural and institutional changes are needed,and it is recommended to improve and refine three aspects:increasing government funding and focusing policies on the integration of industry and education;optimizing the way of funding arrival to guide institutions close to the market;and strengthening policy support to promote institutional mechanism reform.
