“三教协同”视角下省域职普融通改革的制度设计——以湖北省为例

Provincial Institutional Design of the Reform of Integration of Vocational and General Education from the Perspective of“Collaboration of Vocational,Continuing and Higher Education”——The Case of Hubei Province

促进人的终身学习与全面发展既是世界范围内职业教育与普通教育关系发展的重要趋势,也是我国职普融通改革的核心目标。从世界范围来看,职普关系经历了层次教育、类型教育到终身教育的发展阶段。我国在改革开放后职普关系也经历了由相互沟通到融通试点改革,再到“三教三融”理念下构建终身教育体系的三个阶段。以湖北省现状为例,当前职普融通改革仍存在服务产业能力不足、办学质量不高、终身教育体系不健全等问题,必须从构建人才融通发展通道、提高职业院校关键办学能力、衔接产业工人职后发展的角度加强制度设计,同时还要从领导体制改革、宏观层面配套改革、完善发展评价体系等方面保障制度设计落地。

Promoting lifelong learning and all-round development is not only an important trend in the relationship between vocational education and general education worldwide,but also a core goal of vocational integration reform in China.From the perspective of the world,the relationship between vocational and general education has experienced the development stage from level education,type education to lifelong education.After China’s reform and opening-up,the relationship between vocational and general education has also experienced multiple stages from mutual communication to pilot reform of integration,and then to the construction of lifelong education system under the concept of“collaboration of vocational,continuing and higher education”.Taking the current situation of Hubei Province as an example,the integration of vocational and general education still has some problems,such as insufficient service industry capacity,low school quality,and imperfect lifelong education system.Therefore,it is necessary to strengthen the system design from the perspective of building talent integration development channels,improving key educational capabilities of vocational colleges,and connecting industrial workers with post-service development.At the same time,it is also necessary to ensure the implementation of the system design from the aspects of leadership system reform,macro-level supporting reform,and improving the development evaluation system.
