市域产教联合体建设的应然价值、市域尺度与主要路径——基于深圳职业技术大学的实践与思考

Municipal Scale,Contingent Value and Main Paths of Municipal Industry-education Consortium Construction——Practices and Thoughts of Shenzhen Polytechnic University

市域产教联合体是推动产业升级发展的现实路径,是加快推进现代职业教育体系建设的必然选择,是加快城市高质量发展的生态平台。从市域角度来看,市域产教联合体将构建多主体一体化发展和协同共生的深度融合发展模式,形成全新的区域产教融合生态。从建设的内在机理来看,市域产教联合体建设过程中的“捆绑”有三个关键层次,即以政府为主导的实体“捆绑”,聚焦产业发展需求的价值“捆绑”以及融合生态建设的无形“捆绑”。从路径导向上来看,市域产教联合体建设需要强化政府主导,推动市域产教联合体高质量实体运行;聚焦价值赋能,形成资源要素积聚互惠生态;嵌入智能数字技术,加快多元主体深度联结。基于此,深圳职业技术大学以对接区域经济和产业发展需求的人才培养体系和技术研发服务升级为核心,以完善治理机制和提升院校关键办学能力为保障,积极开展了深圳市域产教联合体建设,并取得初步成效。

Municipal industry-education consortium is a realistic path to promote industrial upgrading and development,an inevitable choice to accelerate the construction of modern vocational education system,and an eco-platform to accelerate the high-quality development of the city.From the municipal perspective,the municipal industry-education consortium will build a deep integration and development mode of multi-body integrated development and synergistic symbiosis,forming a brand new regional industry-education integration ecology.From the viewpoint of the internal mechanism of construction,there are three key levels of“bundling”in the process of municipal industry-education consortium construction,which are government-led“bundling”of entity,value“bundling”focusing on industrial development needs,and intangible“bundling”integrating ecological construction.From the perspective of path orientation,the construction of a municipal industry-education consortium needs to strengthen the government’s leading role and promote the high-quality entity operation of municipal industry-education consortium;focus on value empowerment and form a reciprocal ecology of resource elements accumulation;embedded with intelligent digital technology and accelerate the depth of linkage of pluralistic subjects.Based on this,Shenzhen Polytechnic University,with the upgrading of the talent cultivation system and technology R&D services to meet the needs of regional economic and industrial development as the core,and with the improvement of governance mechanism and enhancement of key school running capacity of institutions as the guarantee,has actively carried out the construction of industry-education consortium and has achieved initial results.
