社会组织参与高职教育评价:正当性、限度及可行进路 被引量:7

Social Organizations Participating in Higher Vocational Education Evaluation: Legitimacy, Limits and Coping Strategies

摘要 教育评价是高职教育改革发展的核心问题。社会组织参与高职教育评价可以有效解决政府参与高职教育治理的缺位、越位、错位,破解高职院校自主发展和内部评价机制不健全、社会监督不充分等问题,进而构建管理、办学、评价一体化教育治理体系。委托代理关系源于“专业化”的存在,代理人基于相对优势代表委托人行动,作为“第三方”的社会组织参与高职教育评价事实上是多重委托代理关系的结果。作为“第三方”的社会组织参与高职教育评价面临文化认同缺失、利益分配不均、信息不对称等现实困境。为进一步推进我国社会组织参与高职教育评价,需强化评价文化建设,为社会认同营造文化环境;促进评价制度多元化改革,打破制度路径依赖;开展互信沟通机制建设,减少信息不对称所产生的理解误差;着力社会组织机构和能力建设,提高社会组织评价的实际效能。 Educational evaluation is the core issue of higher vocational education reform and development. The participation of social organizations in the evaluation of higher vocational education can effectively solve the absence, offside, and dislocation of governance of higher vocational education, and solve the problems of independent development, incomplete internal evaluation mechanisms, and insufficient supervision of social participation of higher vocational colleges, and then realize the integration of management, school running and supervision. The principal-agent relationship stems from the existence of“specialization”. The agent acts on behalf of the principal based on relative advantages. As a“third party”social organization participating in the evaluation process of higher vocational education,which is actually the result of multiple principal-agent relationships. As a“third party”of social organizations participating in higher vocational education evaluation, there are practical difficulties such as lack of cultural identity, uneven distribution of interests, information asymmetry and so on. To further promote the participation of social organizations in higher vocational education evaluation, it should strengthen the construction of evaluation culture;create a cultural environment for social and cultural identity, promote the diversified reform of evaluation system to break the system path dependence, develop the construction of mutual trust and communication mechanism,and reduce the understanding error caused by information asymmetry;strengthen the capacity of the third-party evaluation institutions and improve the actual evaluation effectiveness.
