章程建设是现代大学制度的题中应有之意,是高职院校实现治理体系和治理能力现代化的重要途径。高职院校章程制定(修订)中存在的主要问题是文本千篇一律、修订不够及时、不能够很好地突出职业教育特点、在执行上仍有欠缺。解决的办法是:章程的制定与修订要突出政治方向、因校制宜、规范科学,并在执行中完善章程。高职院校以章程为核心的治理体系建设路径是:形成制度体系,推动学校规范平稳运行;完善工作机制,推动学校科学民主运行;凝练核心价值理念,推动学校特色优质发展。

Charter construction is the meaning of the modern university system,and it is an important way for higher vocational colleges to realize the modernization of the governance system and governance capabilities.The main problems in the formulation(revision)of the constitution of higher vocational colleges are the uniformity of the text,the lack of timely revision,the failure to highlight the characteristics of vocational education,and the lack of implementation.The solutions including the revision of the constitution should highlight the political direction,the development and revision of the constitution should be appropriate to the school,the development and revision of the constitution should be standardized and scientific,and the constitution should be improved in the implementation.The path of building the governance system of higher vocational colleges with the charter as the core is:forming the system to promote the standardized and smooth operation of the school;improving the working mechanism to promote the scientific and democratic operation of the school;condensing the core value concept to promote the characteristic and quality development of the school.
