摘要
基于政策工具视角,采用内容分析法,构建政策工具(X)、政策内容(Y)和时间序列(Z)三维框架,对53份中职"双师型"教师队伍建设(1994-2020年)政策文本进行计量分析。研究发现:政策工具类型使用不均衡,命令工具和能力建设工具应用过多;政策内容间存在较大差异,培养培训体系和教师管理内容过于集中;政策工具作用于政策内容的均衡性不足,存在配置差异。建议未来合理优化政策工具整体结构,实现工具的科学搭配;适度调整政策的注意力配置,促进要素的协调发展;妥善规划政策工具与政策内容的整合,加强政策体系的建设。
Based on the perspective of policy tools,the content analysis method is used to construct a three-dimensional framework of policy tools(X),policy content(Y)and time series(Z),and quantitative analysis of 53 policy texts on the construction of“dual-qualified”teachers in secondary vocational schools(1994-2020).The study found that:the types of policy tools are not used evenly,command tools and capacity building tools are used too much;there are big differences in policy content,the training and training system and teacher management content are too concentrated;the balance of policy tools on policy content is insufficient,and there is configuration differences.It is recommended to rationally optimize the overall structure of policy tools in the future to achieve a scientific combination of tools;appropriately adjust the attention allocation of policies to promote the coordinated development of elements;properly plan the integration of policy tools and policy content,and strengthen the construction of the policy system.
