新世纪以来我国中职学生资助体系建设的回顾与反思——兼谈德国经验的借鉴 被引量:3

Retrospect and Reflection on the Construction of Secondary Vocational Student Financial Aid System in China Since the New Century——Based on the German Experience

摘要 新世纪以来,随着国家对职业教育的日益关注,中等职业教育学生资助体系得以建立并不断完善,新世纪以来的20年已取得了巨大成就:资助范围逐步扩大,标准不断提升;资助结构持续优化,管理逐渐规范;助力脱贫攻坚,顺应时代发展。与德国职业教育资助体系进行比较,从资助来源、资助标准、资助理念、资助制度四个方面分析中德两国资助体系的不同,得到对我国中职学生资助体系发展的启示:减少财政依赖,拓宽资助来源;明确资助标准,提升精准程度;深化资助理念,关注学生发展;健全资助制度,完善法律监管。 Since the beginning of the new century,with the country’s increasing attention to vocational education,the secondary vocational education student funding system has been established and continuously improved.In the 20 years since the new century,great achievements have been made:the scope of funding has been gradually expanded and the standards have been continuously improved;The structure continues to be optimized,and management is gradually standardized;The state help alleviate poverty and adapt to the development of the times.Compared with the German vocational education funding system,it analyzes the differences in funding systems between China and Germany from the four aspects of funding sources,funding standards,funding concepts,and funding systems,and obtains enlightenment for the development of China’s secondary vocational student funding system:reduce financial dependence and broaden funding sources;clarify funding standards and improve accuracy;deepen funding concepts and focus on student development;improve funding systems and improve legal supervision.
