技能是一个国家经济增长的重要引擎之一,技能形成是一个既关乎技术技能人才培养制度构建与完善,又关乎国家、企业、教育之间合作制度构建与完善的宏观战略问题。技能社会是技能的社会化体系,其构建亟需超越技能形成体系的多重局限性。在社会价值观念层面,重塑技能宝贵的文化风尚,弘扬劳模精神和工匠精神;在教育层面,完善技能人才培养,提升职业教育吸引力;在技能综合供给层面,推进产教融合制度,强化企业在技能培训中的话语权和执行力,建立新型师徒制模式,强化职后技能培训;在技能人才成长的保障与激励层面,使其均等化获取公共服务资源,改善技能型人才就业环境,打通生涯发展路径。

Skill is one of the important engines of a country’s economic growth.The skills formation is a macro strategic issue which is not only related to the construction and improvement of technical talent training system,but also related to the construction and improvement of cooperation system among the country,enterprises and education.Based on the concept of skill and skills formation system,skills society is the socialization system of skills,and its construction needs to go beyond the multiple limitations of skills formation system.At the level of social values,it needs to reshape the valuable cultural fashion of skills and carry forward the spirit of model workers and craftsmen.At the level of education,it needs to improve the cultivation of skilled talents and enhance the attraction of vocational education.At the level of comprehensive supply of skills,it needs to promote the advantages of industry-education integration,strengthen the voice and executive power of enterprises in skills training,establish a new apprenticeship model,and strengthen the post-employment skills training.At the guarantee and incentive level of skilled talents growth,it needs to make them acquire equal access to public service resources,improve the employment environment of skilled talents,and open up their career development paths.
