利益分析视角下产业学院的发展逻辑与治理策略

On Development Logic and Governance Strategies of Industrial Colleges from the Perspective of Interests Analysis

建设产业学院是我国职业教育体制机制改革和深化产教融合的重要突破口。产业学院办学存在着不同的利益群体,群体间充斥着利益冲突,如办学管理的主导权与自主权的冲突、教育供给的公益性与私益性之间的冲突、利益主体的投入成本与预期收益的冲突。要破解当前产业学院发展的困境,必须全面解构办学主体利益,基于一个"利益契合"分析框架,提出"制度—机制—责任"协同治理策略,构建地方政府统筹规划、校企双主体推进的"三位一体"产业学院协同治理新格局。

The construction of industrial colleges is an important breakthrough to reform the system and mechanism of vocational education in China and deepen the integration of industry and education.There are different interests groups in the running of industrial colleges,among which there are conflicts and benefits of interests.In order to solve the current dilemma of the development of industrial colleges,the article comprehensively deconstructs the interests of the main bodies of running a college,puts forward the cooperative governance strategies of"system-mechanism-responsibility"based on an analytical framework of"common interests",and constructs the industrial colleges with government overall planning and the promotion of both schools and enterprises.
