建设培育产教融合型企业的政策工具差异性研究——基于26个省(市、自治区)相关政策文本分析

Research on the Differences of Policy Tools for Building and Cultivating Industry-education Integrated Enterprises——Based on the Analysis of Relevant Policy Texts in 26 Provinces(Municipalities,and Autonomous Regions)

在建设培育产教融合型企业过程中,政策工具的合理选用是政策落实的重要载体。基于政策工具对26个省(市、自治区)的政策文本进行分析,探究了建设培育产教融合型企业过程中政策工具的运用差异及优化措施。研究发现,政策在执行中存在结构合理性不高、文本操作性不强以及工具运用协同性欠佳等问题,需要通过提升政策工具选择的适切性、优化政策工具的使用结构、提高政策工具的协同效应等手段,促进政策目标的顺利实现。

In the process of building and cultivating industry-education integrated enterprises,the rational selection of policy tools is an important carrier for policy implementation.Based on policy tools,this paper analyzes the policy texts of 26 provinces(municipalities,and autonomous regions),and explores the differences in the use of policy tools and optimization measures in the process of building and cultivating industry-education integrated enterprises.It is found that there are some problems in the implementation of the policy,such as low structural rationality,low text operability and poor coordination in tool application.It is necessary to promote the smooth realization of policy objectives by improving the appropriateness of policy tool selection,optimizing the use structure of policy tools,and improving the synergy of policy tools.
