Teachers are the main part of training high quality technical talents in higher vocational colleges. The quality level of the cultivation has become an important factor affecting the running and development of schools. Starting from the requirements of teacher training and quality management in higher vocational colleges, the "three-level accountability" mechanism of department-teacher-student is defined with the department as the main body of management, and the logical relationship of mutual cooperation, mutual supervision and mutual restriction among accountability subjects, objects and carriers is constructed. At present, the main problems of teacher training and quality management in higher vocational colleges are the weak standard consciousness, the outdated management mode and the single vocational education behavior. From the four stages of learning, training, development and co-construction, the new teacher training system should achieve the stage development of teachers’ quality from familiar posts, competent posts, pioneering posts to leading posts. The management effect of "three-level accountability" logic chain shows that the quality of teacher training in higher vocational colleges keeps improving;the educational and teaching achievements keep perfecting;and the level of professional education keeps strengthening, which has accumulated practical experience for the construction of departments and the sustainable development of colleges in the future.
