环境规制对海洋经济技术效率的影响——基于动态空间面板模型的实证分析

Effects of environmental regulation on marine technological efficiency: empirical analysis based on Dynamic Space Panel Model

本文基于2006-2015年沿海11省市面板数据,利用四组分随机生产前沿模型评估海洋经济技术效率,并建立动态空间模型分析沿海地区环境规制对海洋经济技术效率的影响。研究发现:中国海洋经济技术效率整体水平不高,在空间分布上存在显著区域差异。不同类型环境规制对海洋经济技术效率的影响存在较大差异,预防型环境规制对海洋经济技术效率总效应不明显,以末端控制为目标的控制型环境规制显著抑制海洋经济技术效率的提升,且负向影响随时间呈现增加趋势。建议地方政府优化环境规制结构,注重环境规制工具的组合配置,引导环境规制强度由末端控制向前端预防转变,变"逐底竞争"为"竞相向上"的环境规制策略。

Based on panel data from 11 coastal provinces and cities from 2006 to 2015,this paper takes into account the different components of technology inefficiency,and it evaluates the technology efficiency of marine economy by using four-component random production frontier model.The results show that the overall level of marine economic technological efficiency in China is not high.There are significant regional differences in spatial distribution.The influence of different types of environmental regulations on marine economic technological efficiency is quite different.The total effect of preventive environmental regulations is not obvious.The control environmental regulations aiming at terminal control significantly inhibit the improvement of marine economic technological efficiency and the negative influence appears to increase with time.It is suggested that local governments optimize the structure of environmental regulation,pay attention to the combination of environmental regulation tools,guide the change of environmental regulation intensity from terminal control to front-end prevention,and change"bottom-and-forth competition"into a"race up"environmental regulation strategy.
