全民族抗战时期中共中央西北局在陕甘宁边区政权建设中的领导作用

On the Leadership Role of the Northwest Bureau of the CPC Central Committee in the Construction of Political Power in the Border Region during the War of Resistance against Japanese Aggression

全民族抗战期间,陕甘宁边区在中共领导的抗日根据地中占有特殊重要地位,不但在执行中共中央政策中承担试验、推广、完善政策任务,更是中共践行“局部执政”最为重要的地区。中共中央西北局成立后,加强陕甘宁边区政治工作是面对的首要任务,也决定着西北局其他方面工作的成效。西北局通过贯彻落实《陕甘宁边区施政纲领》、在“三三制”原则指导下推进边区政权建设、推行边区精兵简政和组织开展边区防奸锄奸工作等重大举措,把边区的政治建设推向新的阶段,使边区成为当时中国民主政治建设的模范区域。

During the People’s War of Resistance against Japanese Aggression,the Shaanxi-Gansu-Ningxia Border Region held a specially important position in the base areas under the Party’s leadership.It undertook the tasks of piloting,promoting,and improving the Party Central Committee’s policies while in implementing them,and was also the most important region that the Party exercised its“partial governance”.After its establishment,the Northwest Bureau of the Party Central Committee took strengthening political work in the Border Region as its top priority as it would determine its efficacy in other fronts.It took some major measures in the Border Region,including implementing the Governance Program in the Shaanxi-Gansu-Ningxia Border Region,promoting government building by following the“three-thirds principle”,streamlining the troops and administration,and launching campaigns to prevent and crack down on traitors,etc.,which had pushed the political building in the region to a new ground and made the region a model of political democracy in China then.
