一流干部学院的共性特征与建构方向

On the Common Features of First-Class Leadership Academy and Some Suggestions

干部学院作为干部教育培训机构的重要组成部分,在干部教育培训中发挥了重要作用。通过对100所干部学院开展网络调研并进行样本分析,归纳出一流干部学院的五项共性特征:具有清晰的办学理念;具有一支满足干部教育需要的专兼职师资队伍;具有教研咨一体化发展能力;具有成熟的干部教育运行机制;具有与国外交流展示的国际视野。针对一流干部学院的共性特征,对正在建设一流干部学院的干部学院尝试性提出建构策略:凝练干部学院办学理念,建设精良的师资队伍,打造具有实力的智库平台和推进干部学院体制机制改革。

As an integral part of institutions of leadership education and training,academies of leadership development have played an important role in leadership education and training.Based on an online survey over 100 academies of leadership development across China and the sample analysis,the study concludes that first-class academies for leadership development have the following five features in common:Having a definite philosophy of running the academy;having a team of full-time and part-time faculties that can fully meet the needs of leadership development;having the ability to develop in teaching,research,and counseling as a whole;having a mature operation mechanism for leadership education;having a global vision for conducting exchanges and communication with foreign countries.In view of the common features of first-class academies,the study puts forth some suggestions for those striving to build themselves into a first-class academy for leadership development.They are:define clearly its educational philosophy;build up a team of excellent teaching staff;create a sound think-tank platform;and advance reform of the systems and mechanisms for leadership development.
