夯实民生安全基础:优化公共服务设施决策场域

Consolidating the Foundation of People’s Livelihood Safety:Improving the Decision-Making Domain of Public Service Facilities

公共服务设施作为公共服务资源空间配置实现的载体,在公共服务体系中占据重要位置,是夯实民生安全的物质基础。决策场域作为一个互动平台,能够在“最先一公里”吸纳并充分考虑各方意见,提升决策结果的合理性,进而提升“民生三感”。当前公共服务设施存在布局与人口分布匹配不够、城乡公共服务设施均等化有待提升、公共服务设施供需匹配程度有待提高等问题。必须坚持党的领导,为优化决策场域提供方向保障;厘清政府职责,为优化决策场域提供制度保障;构建决策共同体,为优化决策场域提供行动者保障;贯彻全过程人民民主,为优化决策场域提供参与保障;推进法治一体建设,为优化决策场域提供法治保障。

As the carrier for spatial allocation of public service resources,public service facilities occupy an important position in the public service system and are the material foundation for consolidating people’s livelihood security.As an interactive platform,the decision-making domain can absorb and fully consider the opinions of all parties in the“first kilometer”,ensure sound decision-making results,and hence enhance people’s senses of fulfillment,happiness and security.At present,problems such as insufficient matching between layout and population distribution,in-equitable access to public service facilities between urban and rural areas,and disparities in supply and demand of public service facilities are yet to be solved.To improve the decision-making domain of public service facilities,we should uphold the Party leadership to provide direction guarantee,define clearly the functions and duties of the government to provide institutional guarantee,build a shared decision-making community to provide actors guarantee,practice whole-process people’s democracy to ensure their participation,and promote the integrated construction of the rule of law to provide legal guarantee.
