摘要
当前,全国各地功能园区在地方立法支持下积极探索实行法定机构改革,面临进一步规范法定机构及其人事管理制度的现实需求。要规范推进我国法定机构人事管理改革,针对性对策有:要进一步明确法定机构改革基本定位,要科学界定中国特色的法定机构划分标准,核心是构建新型法定机构人事管理制度,包括创设法定机构编制管理基本架构、创设法定机构相对独立的职位与薪酬管理体系、实行法定机构人事管理多元化多轨制、构建法定机构与现有人事管理制度衔接对应关系等,要统筹协调机构编制、组织人事、财政预算和审计监督等多个部门的改革协同。
At present,local authorities across China are actively exploring measures for reforming the statutory institutions in functional parks with the support of local legislative bodies,and further regulation on statutory institutions and the personnel administration are needed in practice.To advance soundly the reform of personnel administration of China’s statutory institutions,it is advisable to take the following measures.First of all,clarify the basic principle of the reform,and define soundly a distinctively Chinese division standard for statutory institutions.Most important of all,construct a new personnel administration system of statutory institutions,including creating the staffing management framework,a relatively independent position and salary management system,devising a diversified and multi-track personnel administration system,constructing a cohesively compatible relationship between the statutory bodies and the existing personnel administration system.Thirdly,advance the reform by coordinating efforts of multiple departments,including departments in charge of institutional establishment,organization and HR,fiscal budgeting,auditing and supervision,and so on.
