区域化党建助推基层社会治理创新的内在逻辑与实践启示——以湖南Z市为例

On the Logic and Experience of Regional Party Building in Promoting Innovation in Communitylevel Governance:A Case Study of Z City in Hunan Province

区域化党建作为应对社会结构分化和补足传统党建式微的新型政党整合方案,与基层社会治理在目标方向上一致、在核心主体上合一、在运作机制上协同。以"扁平化整合"、"常态化互联"、"品牌化打造"、"一体化融合"为特点的Z市实践表明,区域化党建在很大程度上既契合了该市应对党员群体动态开放的多元异质化发展之需,也为该市打造以党建为引领,以网格化管理为基础、以信息化平台为支撑的基层社会治理体系提供了新引擎。但与此同时,"表""里"反差、"创"而不"新"、"内""外"博弈等隐形的内卷化困境亟待以更具原创性和针对性的机制创新和更加"在地化"和精准化的解决方案来克服。

Regional Party building,as an integration plan for building a new type of a political Party aiming to address the disparities in social structure and boost the weakening conventional Party building,is in alignment with community-level governance in purpose,in unity with it in core subject,and in coordination with it in operating mechanism.The practice of City Z in Party building,featuring“flat integration”,“regularized interconnectivity”,“brand building”,and“integration”,shows that regional Party building is in line with the city’s needs in response to the diverse and heterogeneous development of the open and dynamic Party member population,and also provides a new drive for the city to build a community-level governance system that is led by Party building,based on grid management,and supported by IT platforms.At the same time,some localized and targeted solutions are in urgent need to solve the“invisible”involution problems,such as inconsistency between the“exterior”and the“interior”,“innovating anything but new”,weighing excessively between the“inside”and the“outside”.
