新时代基层党建的类型与引领乡村治理实践机制分析

On the Forms of Primary-level Party Building in the New Era and the Mechanisms for Rural Governance

基层党建是构筑乡村振兴强大动力系统的关键。实践中的基层党组织建设,根据链接资源与组织整合的程度呈现出悬浮、输入、融入和嵌入四种不同类型。不同的类型意味着党管农村工作的效能存在差异化。坚持和加强党对农村工作的全面领导,提升乡村治理效能,关键要在差异化中调适基层党建与乡土社会关系,将党的领导政治优势转化为推动乡村振兴的行动优势。区域性创新案例研究表明,必须明确在实施重要事权中发挥党组织领导作用的关键环节和建立"惠从党来"工作机制,保障党组织在基层组织和一切工作中的领导地位。

Primary-level Party building is fundamental to building a strong power system for rural revitalization.Strengthening primary-level Party organizations in practice takes four forms according to the degree of resource linkage and organization integration,i.e.,suspension,input,integration and embedding,reflecting differences in the efficacy of the Party leadership over rural work.And the key to upholding and strengthening the Party’s overall leadership over rural work and improve the efficacy of rural governance is to adjust properly the differential relationship between the primary-level Party building and rural society,and transform the political strengths of Party leadership into strengths of action for promoting rural revitalization.Studies of regional innovation cases show that it is necessary to clarify the key links of leadership Party organizations should exercise in the implementation of important affairs and establish a mechanism for"making benefit from the Party",so as to ensure the leadership of the Party organization at the primary level and in all work.
