公务员科学考录:基本界定、标准体系及实现路径

摘要 科学界定公务员考录制度,是当前党和政府面对的重要课题。要推进科学考录、制定完善相关制度体系,就需要构建科学考录标准:具体有满足职位需求、符合法律规范、降低考录成本、程序规范合理、测评技术可信有效这五个衡量标准体系;针对考录面临的科学性问题,要在新时期党的组织路线统一指引下,优化考录前后"两端"程序,完善考录评估反馈机制,调整完善报考省以上机关具备两年基层工作经验和乡镇机关五年服务期规定、调整优化省市县乡四级联考联动机制、探索建立省际之间笔试成绩互认机制、完善享受考试优惠政策群体比例和数量等各项具体制度措施。 To define a sound system of civil servant examination and recruitment is an important topic faced by Party and government institutions.To promote a sound and procedure-based examination and recruitment,formulate and improve the related system,it is necessary to establish a set of sound examination criteria,featuring the following five aspects,i.e.,meeting the job requirements,complying with legal norms,cost efficient,procedure based,and with credible and effective evaluation technology.To ensure the scientific nature of the examination,it is imperative to follow the unified guidance of the Party’s organizational line in the new era,optimize the procedures both before the examination and after the recruitment,improve the evaluation feedback mechanisms,adjust and improve the requirements that applicants for posts in provincial and higher institutions should have two years of primary-level work experience or work at least five years at township departments,adjust and optimize the mechanisms for joint examination at province,city,county and townships levels,explore a mechanism for mutual recognition of written examination results between provinces,and improve the specific measures,such as the proportion and number of certain groups of people who are entitled to the preferential examination policies.
