乡村振兴视野下农村软弱涣散党组织整顿的对策研究

On the Countermeasures for Enhancing the Weak and Ineffective Party Organizations in Rural Areas in the Context of Rural Rejuvenation

改变农村党组织软弱涣散状态,提升农村党组织的战斗力,需要内外合力。从党组织自身而言,要把握三个关键:选好一个支部书记,增强班子战斗力,充分发挥广大普通党员作用。从党组织外部而言,要着重做好四个方面工作:充实乡村人才队伍;清除各种势力对党组织的干扰;落实好基层各项制度;发展集体经济。而落实这两方面工作的责任主体在于县乡党委,要建立以县委书记主体责任为核心的责任体系,层层落实具体责任。

To reform the weak and ineffective Party organizations in rural areas and improve their efficacy require efforts both within and outside the organizations.As for the organizations themselves,efforts should be given to the following three key points:selecting a proper branch secretary,improving the effectiveness of the leadership,and giving full play to the role of ordinary Party members.As for efforts outside the organizations,priorities should be given to the following four points:enhancing the talent development in rural areas,removing the impediments from various forces to the Party organizations,acting in accordance with the regulations and systems for primary-level Party organizations,and developing the collective economy.As the primary responsibility for implementing the above points rests on the heads of the Party Committees at county or township level,it is imperative to put in place a responsibility system with the secretary of a county Party committee shouldering the primary responsibility as its core to ensure that the responsibilities are fulfilled at each level.
