民国时期云南边地行政与边务建设研究——以殖边督办公署为中心

Research on Yunnan Borderland Administration and Border Affairs Construction during the Republic of China Period:Focusing on Frontier Supervision Bureau

殖边督办公署是1929年云南废道后为兴边务而特设的边地行政管理机构。然囿于中央与地方政府的权力角逐、边地土流矛盾以及外务压力,殖边督办公署推行边地行政与开展边务建设受到多方掣肘。从其时舆论可知,时人对殖边督办公署建设边地赋予了较高期待,并就殖边督办公署如何更好发挥治边效能提出过建议,却未能得到政府采纳,反而以冗余机关之名将其裁撤。结合中外档案,可较为全面地探析多方博弈下近代云南行政建制与边务建设的努力与困难。

After the abolition of the Dao system in Yunnan Province in 1929,the Frontier Supervision Bureau was specially established for handling border issues.However,due to the power struggle between the central and local governments,the contradiction between the local chieftains of frontier land and the bureaucratized officers,and the pressure of foreign affairs,the implementation of frontier administration and the construction of frontier affairs by the Frontier Supervision Bureau are constrained by many factors.It can be seen from the public opinion at that time that people at that time gave high expectations to the construction of Frontier Supervision Bureau,and proposed on how the bureau could better play the role of border governance,but these suggestions failed to be adopted by the government.Instead,the bureau was abolished as being regarded as abundant by the government.To resort to both domestic and foreign archives,we can comprehensively explore the efforts and difficulties of the administrative system and border affairs construction in modern Yunnan under the backdrop of multi-party competition.
