Spatial Justice: Theoretical Logic and Practice Path for the Realization of Common Prosperity in Ethnic Regions

空间正义作为一种“合规律性”与“合目的性”内在统一的价值原则,是解决差异性地理区域中社会问题的重要依据,也是实现共同富裕进程中维护公平正义的基本遵循。立足于时代发展要求与中国自身语境,从生产、分配、制度和价值四个维度阐释空间正义的逻辑理路,厘清其整体性、动态性、差异性、价值性的应然功能与中国特色社会主义共同富裕的同构性,为民族地区实现共同富裕提供理论指导与行动选择。新时代,推动民族地区共同富裕的基本思路为:将自身发展纳入“全国一盘棋”的发展格局中进行战略谋划和布局,建立更加平衡的良性循环空间。具体实践路径为:以尊重民族地区空间发展事实和空间规律为前提,解放民族地区空间生产力,拓展绿色、开放、创新的多样化发展空间;协调联动三次分配方式,发挥促进公平正义的最大效用;强化偏向民族地区的制度安排,保障空间生产、分配正义的实现;通过将人民主体性渗入到空间发展中,构建以人为核心的价值空间,为民族地区实现共同富裕而服务。

Spatial justice,as a value principle of internal unity of“regularity”and“purposiveness”,is an important basis for solving social problems in different geographical areas,and also the basic guideline for maintaining fairness and justice in the process of realizing common prosperity.Based on the era development requirements and China’s own context,from the production,distribution,system and value of four dimensions of logical justice,the article clarifies the natural function of its integrity,dynamics,difference,value and the homoorganicity of common prosperity of socialism with Chinese characteristics.It provides theory guidance and action choice for the realization of common prosperity.In the new era,the basic idea of promoting common prosperity in ethnic areas is as follows:to integrate self development into national strategic development overall pattern and layout,and to establish a more balanced virtuous cycle space.The specific practice path is as follows:on the premise of respecting the facts and laws of spatial development in ethnic areas,liberate the spatial productivity of ethnic areas,and expand the green,open and innovative diversified development space;coordinate and connect the three distribution methods to maximize the effectiveness of promoting fairness and justice;strengthen institutional arrangements in ethnic regions to ensure realization of space production and distribution justice;through infiltrating the people’s subjectivity into the spatial development,people-centered value space is constructed to serve the common prosperity of the ethnic areas.
