Exploration and Discussion on Emotion-based Governance in Grass-root Governance

情感治理是基层治理的重要组成部分,在基层治理中发挥着无可替代的独特作用。所谓基层情感治理,就是在基层治理中,基层社会共同体成员以及其外的行政人员、社会服务人员等其他相关人员运用情感策略,通过满足情感需求,促进正向情感再生来构建人的情感联结,协调基层各种社会关系的行为和过程。情感治理有助于降低基层治理的成本,增加社会资本的存量,重塑国家和民众的关系。基层情治应立足内生情感,将内生情感与外生情感有机融合,促进正向情感再生,维护基层公序良俗,和谐基层社会。

Emotion-based governance,as a crucial component of grass-root governance,has played an irreplaceable role in grass-roots governance.Emotion-based governance,under the grassroots governance context,refers to the behaviour and process that community members and others involved,such as the public administrators,social services coordinate different kinds of social relations by employing the emotional strategy,meeting emotional needs,and promoting regeneration of positive emotions that build up the emotional bonds among individuals.Emotion-based governance is facilitated to reduce the grassroots governance cost,increase the social capital stock,reshape the relationship between the state and the public.Emotion-based governance at the grass-root level should be rooted in endogenous emotion,integrating both endogenous and exogenous emotions to promote the regeneration of the positive emotions,furthermore,to maintain the public order and good custom,keep the grassroots society in harmony.
