比较公共行政研究的发展机遇与路向

Comparing the Development Opportunities and Directions of Public Administration Research

比较公共行政应该成为公共行政学之下的一个重要分支学科,但是,目前的研究没有形成应有的氛围,边缘化现象比较严重。笔者以为,在背景方面抓住全球治理,互联网、大数据信息技术变革以及"一带一路"倡议的时代机遇;在范围方面以传统的研究框架和研究对象为基础,积极借鉴相关学科比较研究的转变经验,重构比较公共行政研究新的框架;在思路方面调整研究逻辑,积极运用解释性的方法、验证性的方法和跨界的方法,倡导从对称性比较走向非对称性比较是比较公共行政学科发展的关键之点。

Comparative public administration should become an important branch of public administration,but the present research has not formed the proper atmosphere,and the marginalization phenomenon is serious.The author believes that,in terms of background,we should seize the opportunities of the times such as global governance,internet,big data information technology reform and"The Belt and Road"initiative.On the basis of the traditional research framework and research object,the author tries to reconstruct the new framework of comparative public administration research by drawing on the experience of the transformation of comparative research of related disciplines.The key to the development of the discipline of comparative public administration is to adjust the research logic in the aspect of thinking,actively using the explanatory method,the confirmatory method and the trans-boundary methods,and advocating the movement from symmetry comparison to asymmetry comparison.
