摘要
十九届五中全会对数字政府建设和营商环境提出了明确要求,政务服务数字化是"放管服"改革的重要内容,有利于解决政府"优化服务"改善营商环境过程中的"效率困境"问题。本文基于《中国政府网站发展研究报告》,辅以世界银行中国企业调查报告和宏观市场化指数,从企业营商环境获得感和市场化进程的微观与宏观视角出发,分析在线政务服务助力营商环境的效果。研究发现在线政务服务为营商环境带来了"数字红利",提高了企业营商环境评价和市场化程度。本文进一步分析在线政务服务优化营商环境过程中出现的红利差异,从"数字鸿沟"视角出发,明确了要整体性优化营商环境,激发市场活力,需着力提升小规模企业和中西部地区服务效率,均衡规模间和地区间优化进程。
The Fifth Plenary Session of the 19th Central Committee of China put forward clear requirements for the construction of digital government and the business climate.The digital government services is an important part of China’s"Delegate Power,Improve Regulation and Upgrade Service"reform,which is an important point for solving the problem of efficiency dilemma in the process of optimizing business climate by"Upgrade Service".This paper is based on the"Research Report on the Development of Chinese Government Websites",supplemented by the World Bank China Enterprise Survey Report and Macro Marketization Index.We finds that online government services bring digital dividend to the business climate,which can improve the evaluation of the business climate of enterprises and marketization.This paper further analyzes the dividend differences in the process of optimizing the business climate by online government services.From the perspective of the"digital gap",we clarify to optimize the business climate as a whole and stimulate market vitality,we should improve the service efficiency of small-scale enterprises and the central and western regions.
