人力资源服务业诚信共治:框架逻辑与实现路径 被引量:4

Co-governance of Integrity in Human Resource Service Industry:the Logic of Framework and Path of Realization

摘要 目前,人力资源服务业正在经历由传统监管向治理创新转型,既面临着一些突出的诚信缺失问题制约,又面对着市场有效监管能力不足的挑战。本研究基于公共治理的分析视角,从人力资源服务业诚信建设现状入手,论述了诚信治理的概念内涵、框架逻辑与模式特征,探讨了共治导向下诚信治理体系构建的必要性。研究发现,诚信治理在本质上反映了传统监管走向诚信治理的道德价值取向,具有规制约束、市场激励和社会评价等多重属性,仅靠政府职能的单一管制,难以有效解决长期存在的人力资源市场违规失信难题,未来需要体系化重构政府、企业、行业和社会等多元主体参与的诚信共治框架,多维度推进人力资源服务业治理体系和治理能力现代化。 At present,the industry of human resource service is experiencing the transformation from traditional supervision to governance innovation,which is not only constrained by some outstanding problems of lack of credibility,but also faced with the challenge of the inefficiency of the supervision ability of the market.Based on the analytical perspective of public governance,starting from the current situation of the integrity construction of human resource service industry,this study discusses the concept of connotation,logic of framework and the model’s characteristics of the integrity governance,also argues the necessity of the construction of the integrity governance system under the guidance of co-governance.Study found that the concept of credit,in essence,reflects the orientation from the traditional regulation to the moral value,with regulatory constraints,market incentives and social evaluation of multiple attributes.By only depending on functions of the government of a single control,it is difficult to effectively solve the long-standing violations of the faithless human resources market.The future needs systematic reconstruction government,enterprise,industry and participation of society in a moral work frame,in order to multi-dimensionally enhance the system of human resource management and managing the ability of modern service industry.
