协同视角下政府数据共享的障碍及其治理

Obstacles and Governance of Data Sharing among Governments from the Perspective of Collaborative Governance

数字时代的到来使得数据共享成为政府管理的重要议题。数据信息流通和共享是当代政府治理的本质需求之一,也是提升政府治理绩效的关键。立足于协同治理视角,考察制约政府数据共享的因素,包括分工的历史传统和管理精细化的发展趋势、大数据的技术隐患、激励制度的不完善、主体间信任的不足等。在延续现有分工结构的基础上,可通过协同机制的建设、数据管理技术和治理技术的提升、激励制度的完善以及信任文化的培育等方式打破主体间数据壁垒、实现政府数据共享、释放数据潜能,使数据资源更好地服务新时代经济社会发展。

The advent of the digital age makes data sharing an important issue in government management.The government has essential demand for data information circulation and sharing.Data sharing is also the key to improve governance performance.Due to the existence of barriers between sectors,data sharing among government departments has many difficulties.Based on the perspective of collaborative governance,this paper investigates the factors restricting the sharing of government data,including the tradition of labor division and the development trend of fine management,the technical risks of big data,the lack of incentive system,and the lack of trust among sectors.On the basis of continuing the existing structure of labor division,we can break the data barriers among sectors,realize data information exchange and sharing,and release the data potential through the construction of collaborative mechanism,the improvement of data management technology and governance level,the improvement of incentive system,and the cultivation of trust culture,so as to make data resources better serve the economic and social development in the new era.
