我国PPP发展制约因素解析与路径优化

Analysis on the Constraints and Optimized Approach of PPP Development in China

PPP快速推进阶段项目投资从激增走向平稳,项目合作过程中的潜在风险有效降低,但科层制治理模式下PPP仍未摆脱过强的融资属性,影响契约治理互惠合作价值目标的实现。网络化治理以其专业性和灵活性等优势,能够有效平衡政府与企业和利益相关方的伙伴关系,弥补政府完全主导的治理缺陷。本文针对当前PPP发展过程中制度供给的短板,从优化PPP治理功能角度出发,提出修订完善法律法规、建立持续优化的风险分担机制、吸纳多主体参与治理、建立财政风险防范和风险补偿机制等改进措施。

During the soaring period of PPP development,the project investment has increased sharply and then it plateaued.The potential risks in the project cooperation process have been effectively reduced.However,under the bureaucratic governance mode,PPP has not shaken off the strong financing attributes so as to threat the realization of the contractual governance value of reciprocal cooperation.According to its professionalism and flexibility,network governance can effectively balance the relationship among public and private and stakeholders,and make up for weakness of government governance.In order to make up deficiency of PPP system and to optimize PPP governance functions,we propose improvement measures including improving the laws and regulations,establishing a risk-sharing mechanism for continuous optimization,absorbing multi-agent participation governance,establishing fiscal risk prevention mechanism and risk compensation mechanisms,etc.
