农村网格化管理政策执行研究——基于政策执行系统理论的实证分析

Research on the Implementation of Grid Management in Rural Area——An Empirical Analysis of Policy Implementation Process Theory

网格化管理模式是基层服务创新转型的表现,近年在政治实践中从城市社区扩展到乡镇农村。但现有研究多以城市社区为案例,少有针对其在农村地区执行情况的系统性梳理。因此,在范米特-范霍恩政策执行系统模型的视角下,运用田野调查方法,以S县为样本进行了实证探索,发现农村网格化管理政策执行过程存在着政策目标及标准不清、资源供给单一化和行政化倾向等问题,实际偏离了网格化管理本身所具备的精细化、多元参与、资源共享和无缝隙变革等特征,因而需要做出针对性调试才能取得理想成效。以试点为导向的基层政策执行若只照搬形式,很难产生持久的正向变迁,因地制宜才是长远之计。

As one of the aspects of service innovation and transformation at grassroots level,Grid management recently has been expanding from urban area to rural area.However,the current studies are mostly based on urban neighborhoods,lacking the systematic analysis on how grid management is operated in rural communities.Therefore,with the perspective of D.S.Van Meter and C.E.Van Horn’s policy implementation process and the method of field work,an empirical research was conducted in County S,and it is found that there are various problems like vigorous objectives and criteria,monopoly on resources supply and administrative tendency in the implementation of rural grid management policy,which actually deviate from the essences of grid management,such as detailed management,pluralistic participation,shared resources and seamless innovation.Hence,the targeted adjustments are needed to obtain ideal performance.Adaptation to local condition is critical and essential in the long-term plan,since pilot-oriented grassroots policy implementation can hardly produce everlasting positive outcomes if only the form is copied.
