摘要
跨部门数据共享已成为公共管理和信息系统领域学者共同关注的话题。区块链技术中的智能合约概念为复杂运行逻辑在跨部门数据共享中的运算表达提供了可能性。本文通过融合公共管理领域跨部门协作理论和区块链智能合约技术,提出"制度-业务-系统"的多层次数据共享分析框架,剖析面向政务服务并基于区块链技术的跨部门数据共享模式,探索协作共识到智能合约的实现路径,并围绕智能合约的生成机制提出可能的方法论体系与未来方向。
Cross-sector data sharing has become a common concern of scholars in the field of public management and information system.The concept of smart contract from blockchain technology opens up the possibility for the expression of complex operational logic in cross-sector data governance.This study proposes a multi-level data sharing analysis framework of"institution-business-system",integrating the cross-sector collaboration theory in public management and the smart contract concept of the blockchain technology.This study also analyzes the cross-sector data sharing model for government services based on the blockchain technology,explores the realization path from collaborative consensus to intelligent contract,and proposes the possible methodology system and future directions relevant to the generation mechanism of smart contract.
