摘要
区块链政务服务正逐渐成为"互联网+政务服务"背景下我国政府改革的前沿领域之一。本文分析了区块链的核心技术要素及特性、区块链赋能政务服务的基础架构、主要优势,区块链政务服务流程架构,以及我国现阶段区块链政务服务的实践探索。基于区块链技术分布式、防篡改、可追溯等技术优势。区块链技术有助于明确职能部门数据主体责任,明晰部门间数据权力边界,实现行政权力的部分"去中心"化,促进政务服务跨部门协作,从而提升政务服务效率。文章同时提出了区块链技术应用于政务服务的前景和挑战。
Blockchain governmental services have becoming a cutting edge reform area in nowadays China.This articles discusses the features,comparative advantages of blockchain technology,the components,operating mechanism of blockchain governmental services platform.It concludes that blockchain technology may contribute to clarify the departmental data responsibilities,their administrative jurisdiction boundaries and decentralized administrative structure so as to improve trans-organizational cooperation and to enhance efficiency.Future research agenda and practical challenges are raised as well.
