Analysis of the Eight Norms in the“Advancing Cyberstability:Final Report”

关于如何维护网络空间安全和稳定,世界上许多国家、企业、民间团体以及有声望的互联网社群领袖都提出了各自的主张。在这些主张当中,“网络空间稳定全球委员会”提出的八条规则引起了较多的关注和辩论,这些规则涉及网络攻击、网络安全漏洞、互联网公共核心等各个方面。本文从中国视角出发对这些规则进行了阐释和评估。

Stakeholders ranging from states,entrepreneurs,private sectors,as well as prominent Internet community pioneers have made proposals of initiatives about how to maintain security and stability in cyberspace.Among these initiatives,the eight norms proposed by the Global Commission on the Stability of Cyberspace have gained much attention and the norms are about key areas of global cyberspace governance such as cyber-attacks,cybersecurity vulnerabilities,and the public core of the Internet.The article interprets and evaluates these norms from a Chinese perspective.
