新一轮科技革命塑造了大国围绕全球科技体系开展博弈的国际格局,引领国际关系进入“技术政治时代”。技术政治与地缘政治深度结合,直接影响大国之间的权力平衡,而对技术领导权的争夺成为大国战略竞争的核心目标之一。本文从地缘政治的角度揭示新兴技术领域发展的动因、技术政治的表现和特征,并展望未来国际交流与合作的前景。本文重点关注网络空间和关键基础设施这两个领域的特性及其中大国博弈的现状,并从理论和现实的角度分析中国面临的竞争态势及应对策略。

The new round of scientific and technological revolution has shaped the international pattern of the great powers’game of the global scientific and technological system,leading international relations into the“era of technopolitics”.The combination of technological politics and geopolitics directly affects the balance of power among major countries,and the competition of technological leadership has become one of the core objectives of strategic competition among major countries.From the perspective of geopolitics,this paper reveals the reasons for the development of emerging technology,the performance and characteristics of technology politics,and looks forward to its prospects for international exchanges and cooperation.In particular,this paper focuses on the characteristics of cyberspace and key infrastructure,as well as the current situation of power game,and analyzes the competitive situation and strategies China faces both theoretically and practically.
